The European Commission set out plans for a new results-oriented Partnership Framework to mobilise and focus EU action and resources in its external work on managing migration.
A new approach for strong partnerships with key third countries was proposed. Building on the European Agenda on Migration, the priorities are saving lives at sea, increasing returns, enabling migrants and refugees to stay closer to home and, in the long term, helping third countries' development in order to address root causes of irregular migration.
The European Agenda on Migration, presented on 13 May 2015, outlines the various lines of action allowing the EU to comprehensively address both the internal and external aspects of the current migration challenge. The external aspects allow the EU to fully embed the issue of migration in its overall foreign policy dialogue with third countries, keeping in mind that some of these countries are equally, if not more, affected by migratory flows than Europe. The external dimension of the EU's migration policy is focused on cooperation with third countries.
